Eligibility To Represent The Civil Society Constituency on the India Country Coordinating Mechanism
As amended on 19th of October, 20071
Civil Society Organizations (CSO) including Faith Based Organizations (FBO):
Rationale for participation of CSOs & FBOs in the CCM:-
Because of the secular character of the Indian state, faith based organizations are part of the civil society organizations and form a single constituency. This CSO/FBO constituency is a representation of the organizations working for people living with or affected by the 3 diseases – HIV/AIDS, Tuberculosis & Malaria.
Eight organizations in all would be represented on the CCM: Two organizations each working primarily on one of the 3 disease components of HIV/AIDS, Tuberculosis and Malaria; one organization working primarily on child development/rights issues; and one organization working primarily on gender issues.
Selection of Constituency Representatives to the India-CCM:-
The India-CCM sub-committee has suggested the following eligibility criteria for organizations that seek to represent the relevant sub-sectors of this constituency namely Tuberculosis; Malaria; and Gender at the India-CCM:-
1. Primarily working in the specific sub-sector that is sought to be represented.
2. Formally registered and working in India for at least 5 years.
3. Programmatic disbursements over the last three years amounting to at least Rupees Five Lakhs (Rs 5,00,000 only) per year on average with at least 50% utilized in the specific sub sector sought to be represented2.
4. Field experience in two or more states of the country.
5. Implemented at least one government (central or state) contracted project/program.
1The earlier version of the eligibility criteria was approved by the India CCM on 26th of June, 2006, and has been in force till this version was adopted by the India CCM on 19th of October, 2007, based on the inputs from the Sub Committee of the India CCM on Civil Society Representation.
2This criteria has been amended with effect from 19th of October 2007, in order to increase participation of civil society organizations in the selection processAidspan Guide to Building and Running an Effective CCM (pdf)
